With scarce public resources at the local, state and federal level, there is a diminishing ability to handle invasive pest infestations, forcing more reliance upon voluntary cooperative efforts at the grower level. The results of a vine mealybug mapping/delineation project during the 2003 growing season will be reported, with a panel discussion on voluntary compliance agreements and control strategies that are succeeding and those that may not succeed because they are not economically sustainable.
