Washington?s army was melting away. Troops were leaving and taking their arms and ammunition with them. Fort Washington fell to the British. By November, when Washington crossed the Hudson River, his army of 17,000 troops had shrunk to just 3,000. More British troops were arriving from England and General Lee refused to move his troops to reinforce Washington. It appeared the British had already won the war. Franklin, Adams and Rutledge met with the British commander to discuss peace.
