For grapegrowers, it sometimes seems as if new environmental issues appear around each rock in the vineyard. Many federal Endangered Species Act listings impact private lands. The U.S. Fish and Wildlife Service is developing policies that protect growers? interests in their land and provides them

incentives to manage their lands in ways to benefit endangered species. The safe harbor policy encourages voluntary management for listed species to promote recovery on non-federal lands by giving assurances to the landowners that no additional future regulatory restrictions will be imposed.
